Mayor Timothy Jennings has tapped Riley A. Armstrong for the soon-to-be vacant Roswell City Council Ward 2 seat held by Will Cavin.
A news release issued Tuesday stated that Jennings will formally recommend Armstrong, an associate broker with Keller Williams, for the position at the council’s Thursday meeting. The meeting is scheduled for 6 p.m. at the Chaves County Administrative Center at 1 St. Mary’s Place in Roswell.
The council is then expected to vote on the recommendation, with Armstrong needing majority approval to complete Cavin’s term. He would need to run in November 2027 for a full term to remain on the council.
Cavin submitted his resignation from the council on July 28. His resignation is effective Friday. Cavin, who has been on council since January 2024, opted to step down after winning the Republican primary back in June to represent District 5 on the Chaves County Board of Commissioners. Cavin, who held the same seat on the commission from 2015 to 2023, is unopposed in the November election, and will take office on the commission on Dec. 31.
If Armstrong is accepted onto the Council, he will represent Ward 2 jointly with fellow Councilor Juliana Halvorson. Ward 2 is mainly located in the northeastern part of the city north of College Boulevard and east of Main Street.
The news release stated Armstrong was raised in Roswell and the Hondo Valley and is a graduate of the New Mexico Military Institute.
After graduating from Lubbock Christian University with a degree in business administration, Armstrong worked in industries ranging from building materials to farming to ranching, before beginning a career in real estate in 2012. He is married to Patricia Greenwade.
Armstrong also spent 10 years on the Roswell Planning and Zoning Commission and three years on the Roswell Airport Advisory Commission.
The news release stated that Armstrong is currently a member of the board of the Roswell Assurance Home and is a past director of the Roswell Association of Realtors. He has also been affiliated with the Roswell Rotary Club and the Historical Foundation for the Southeast.
